温家宝建议成立上海合作组织开发银行

2010年11月25日，上海合作组织成员国第九次总理会议在塔吉克斯坦首都杜尚别举行。会议由塔吉克斯坦总理阿基洛夫主持。

国务院总理温家宝出席了大、小范围会谈。温家宝在讲话中表示，去年北京总理会议以来，上合组织政治、安全、经济和对外交流职能得到加强。成员国在涉及彼此重大核心利益问题上相互支持，在应对甘露聚糖肽片价格谁清楚重大自然灾害、反对恐怖袭击方面相互帮助，务实合作不断扩大，在重大国际和地区问题上的协调更加密切。这些成果来之不易，上合组织和各成员国经受住了国际金融危机的严峻考验。

第一，增强经贸合作的活力。坚持政府引导，推动企业按照市场规则，扩大合作，依靠科技进步，促进地区经济加快发展。

第二，扩大能源合作。确保能源输送安全，合作开发利用风能、太阳能，提高能源利用率。

第三，加快公路、铁路、信息高速公路盖百霖遮盖液能不能治好初发的白癜风等基础设施建设，扎实推进地区互联互通。

第四，加强农业合作。研究建立上合组织粮食安全合作机制。中国愿意帮助成员国建立农业技术示范园。

第五，深化财金合作。推动银联体框架内的合作，拓宽商业融资渠道；并研究成立上海合作组织开发银行，探讨共同出资、共同受益的新方式；扩大本币结算合作，促进区域经贸往来。

第六，推进能力建设和人文交流。进一步完善边境地区自然灾害、公共卫生等各类突发事件的应急处理机制，中方愿为成员国培训汉语和高级管理人才，承办本组织首届大学生艺术联欢节，同成员国盖百霖遮盖液能不能治好初发的白癜风在传统医学领域开展交流合作。

温家宝指出，中国正在制订国民经济和社会发展的第十二个五年规划，将进一步加大对西部地区发展的政策和资金支持力度，促进西部的稳定、繁荣和开放，这将为中国加强同上合组织成员国交流合作创造更有利的条件。中国愿同各成员国一道，在新形势下弘扬“上海精神”，坚定信心，开拓创新，朝着持久和平、共同繁荣的目标不断迈进。

各国领导人积极评价上合组织一年来取得的成果，一致同意加大打击“三股势力”力度，切实维护本地区的安全与稳定；加强经济政策协调，促进贸易投资便利化，加快实施经济技术合作项目；深化救灾、教育、文化等领域合作，促进本地区可持续发展。
